Upon the 10th anniversary of the Great East Japan Earthquake, I would like to offer my condolences to the bereaved families and express my sincere sympathy to all those who suffered in the region. 

Ten years have passed since that catastrophe, which took a terrible human toll and devastated so many people’s lives. Since then the Government, local residents and people from all over Japan have joined hands in the reconstruction effort. 

Our recovery, however, would not have been achieved if we had been fighting alone. Since the disaster, we have received countless gestures of wholehearted support from all over the world. The UK is no exception. Many people here, expressing their profound sympathy for the victims, generously organized a wide range of valuable relief activities. Such compassion shown by the British people further strengthened the deep friendship that had evolved between the peoples of our two nations. I hereby express my deepest appreciation and respect to those who have opened their hearts to us.  

Since 2011, Japan has further strengthened its international contribution in the field of disaster prevention, offering the prospect that our nation’s expertise and technology may be instrumental in tackling future disasters. Meanwhile, the world is now facing the global challenge of the Covid-19 pandemic. However, in the light of our own experience, we truly believe that people around the world will together be able to muster the courage and hope to prevail. 

I sincerely hope that this event hosted by the Fukushima Prefectural Association, which has spared no effort in its disaster relief and awareness-raising activities, will be a renewed opportunity for us to remember the victims and those in the affected areas while also highlighting once again the importance of the bonds which transcend borders to unite us.

東日本大震災から１０年を迎えるにあたり、犠牲になられた方々の遺族の皆様に対して謹んで追悼の言葉を申し上げるとともに、被災された全ての方々に心からお見舞いを申し上げます。

かけがえのない多くの命が失われ、そして、多くの方の人生を一変させた、東日本大震災の発生から、１０年が過ぎました。この間、政府、地元の方々、そして日本全国が力を合わせて被災地の復興に努めてまいりました。

しかし我々の復興は日本だけの力で成し遂げたものではありません。震災の発生以来、世界各国・各地域の皆様から、多くの温かく心強い御支援をいただきました。ここ英国においてもたくさんの人々より、災害の犠牲者に対し哀悼のメッセージをいただき、多岐にわたる貴重な救援活動を迅速に実施いただきました。英国の人々が示してくださった思いやりは、日英両国民の間で長きにわたって育まれてきた深い友情を、さらに強めるものとなりました。改めて、心より感謝と敬意を表したいと存じます。

１０年前の震災以降、日本は、我が国の知見と技術を少しでも役立てていただけるよう、その教訓や復興に至る経験を世界に共有し、また防災分野における国際貢献を、一層強力に進めてまいりました。今、世界は新型コロナウイルス感染症によるパンデミックという課題に直面しておりますが、我々自身が経験したように、世界の人々が一丸となって団結することで、勇気と希望をもって乗り越えることができると信じております。

当地において被災者支援や啓発活動にご尽力されてきたしゃくなげ会が開催くださる今回の行事が、東日本大震災における犠牲者、被災地の皆様に今一度思いを馳せる機会となりますとともに、国境を越えた絆の重要性を実感するきっかけとなることを期待しております。
